Rochon was raised in Torrance, Los Angeles suburb of Torrance, the daughter of Zelma, a nurse practitioner and Samuel Staples, a business owner and graphic artist. She is a 1982 graduate from Cerritos High School in Cerritos, California. Her graduation was in 1986 at California State University Dominguez Hill (CSUDH) with the degree of Bachelor's in Broadcast Journalism. She also majored in theatre and sociology. Rochon's return to CSUDH was in 2016 when she spoke at commencement for CSUDH's College of Arts and Humanities.

Ullerup's initial role was as Julia Brynn on the remake television series of Battlestar Galactica in 2006, which aired on the Sci Fi Channel. She portrayed Ashley Magnus on the Sanctuary TV series during its initial and second seasons, until the show was cancelled. Her departure remained a topic of debate between supporters, with many who wanted her to the show in subsequent episodes up until the show's cancellation in the year 2012. Ullerup played the role of Bree O'Brien on Chesapeake Shores in the year 2016. Ullerup played Maggie Thomas, the estranged spouse to Michael Thomas, in the catastrophe film Asteroid: Final Impact (2015). Ullerup's recurring role in Hallmark's Signed, Sealed, Delivered series has been Dale Travers since 2016.
